If there's no website or its not on Learn, then there's not really a syllabus bank anywhere. However, you can probably find a syllabus if its an online course on here: http://cel.uwaterloo.ca/courses/
Otherwise, I usually type the course, university, syllabus, and term in the google search engine and something usually comes up.
