You can do it, you just have to search really long and hard to do it. I'm paying 700 inclusive right now for the Bridgeport Plaza area. It took me almost two months to find it back in Dec/January.
But as #1 said, it's easier to find in Kitchener, but the whole process is arduous.
Most of them will be pretty expensive unless they're in the basement/attic of someone's house. I live in a 1 bedroom on Westmount in Kitchener and it's $980/month without utilities.
I found mine in Kitchener (by grand river hospital). its $660 a month, 2nd story walk up. It's waaaayyy more accessible than a lot of the places on, say, Erb for example because its right on an iexpress/7 route. Also, don't limit yourself to searching for 1 bedrooms. I know there's a unit in by building that's a 2 bedroom thats becoming available soon and I think its only $850, which is what you would be paying for a 1 bedroom (at least) in Waterloo anyway.
