Yes it's allowed. Either they're satisfying a breadth & depth requirement, they're just interested in the course, or they just need another course and feel its bird-y.
Sometimes upper years have a 100 level requirement that they haven't fufilled yet, or they just want to take something different for fun. Anyone can take any course as long as they have all the prerequisites.
Also sometimes there are conflicts when they were supposed to take a course, and some programs are weird. Due to a conflict and my strange program scheduling I've had several terms where I've taken 100, 200, 300, and 400 courses all in the same term.

Unless the class has an enrolment cap on it that specifies x number of seats for students in 1A, 1B, etc., anyone can take whatever they want, again, providing they have the right permissions otherwise.
The level of the course (100, 200, 300, 400) doesn't dictate the year level of the people taking the course. Generally the lower levels are taken first and are "easier" than the upper levels. You'd take Psych 101 before moving on to take the 200 + level psych courses. The upper level courses probably have pre-reqs that you haven't taken yet, but it first years can take level 200+ courses if they fulfil the requirements. As for upper years taking a level 100 course, they're probably fulfilling a breadth requirement (like taking Fr 151 because they need a credit in languages), or have an elective and want to take something easier.
