Yes it is possible. It is also possible, though less likely, that the prof has funding to pay for you even if you don't get the USRA.
BTW, a good way to get a prof to like you is to chat with them about their research. It doesn't have to be a prof who teaches you, but it does have to be one whose research interests you.
Yup, I know a bunch of people who have done this. Just email profs, it's certainly not out of the ordinary.
