You can't decline co-op jobs. (unless you're talking about regular jobs?) You can only rank them a 9...which doesn't guarantee that you won't get it. I ranked an offered job a 9 one time. I still got it. It sucked. (they lied in their job description)
Yes you can. Get multiple offers and pick the one you want: you therefore decline the rest. OP don't worry about it, employers don't take it personally.
I doubt they would even remember you more than recognizing that they did interview you at some point.
They didn't remember me I'm pretty sure. Anyway I ended up getting and accepting the offer this time around.
