QUESTION: Is there anyone willing to tutor German? or where can i find person who can speak German or studying German courses?

Why not just take a German course?

I've been studying German for 4 years and have lived in Germany.. I can't say I could be a 'great' tutor, but if you would like to ever meet up on campus for a bit I wouldn't mind trying to explain some concepts to you/help you with conversational German.. At no cost, of course. Let me know!
