I have been in Waterloo every summer since 2010 for either co-op or school terms (Engineering). Honestly, I loved Waterloo the most during the summer. People would think it's dead but from what I've seen, it wasn't. Campus isn't crowded, and neither are bars or clubs but they're not dead either. There's the right amount of people everywhere, and the weather is fantastic :) that's speaking from personal experience though. Some people would prefer it if it had more people and would like Waterloo more during the fall/winter.

There's a cute little restaurant called marbles on William street but basically on the corner of king and William (opposite from lcbo). It's my favourite patio because it's not right on king so it's not as busy and it has a nice vibe. Plus they have a sweet sangria special in the afternoons.
I work the overnight shift at Mel's, where a lot of people (including bar staff) go after everything else closes. When Spring term rolls in, there is definitely a significant drain on business. It's not completely dead, but it's not as kicking as it is in the Fall semester.
As a consumer, I would say you can probably still expect a good time. Unless your primary goal is to sleep with first years, in which case you're going to need a bigger boat.
