Depends what your goal is. If you just want to play around with it for fun, tutorial websites are great. There are a ton out there to help you learn Photoshop etc. Also take a look at the books in the graphic design section of Chapters.
If you want to work professionally, I suggest you enroll in a college or University program (that's what I did). The feedback process on your work really helps you develop and refine your skills.
Just do it.
